Exemption rules: 47 CFR § 64.6301(a) requires a voice service provider to implement STIR/SHAKEN in the Internet Protocol networks of the provider. Call Center Solutions, LLC lacks control over the network infrastructure necessary to implement STIR/SHAKEN (see 47 CFR § 64.6305(d)(2)(i) and the Commission's Second Report and Order, FCC 20-136, regarding providers that lack such control). The filer operates a hosted contact center software platform and originates all PSTN traffic as a downstream customer of SignalWire, Inc. It holds no numbering resources of its own (all telephone numbers are obtained through SignalWire), operates no PSTN interconnection facilities, and does not control the IP network on which caller ID authentication is performed; its call-processing software is an application and media server connected to SignalWire's SIP service. SignalWire authenticates the filer's calls under STIR/SHAKEN and determines attestation, and does not offer customers the ability to sign calls with their own certificate.
