Exemption rules: 47 C.F.R. § 64.6304(b). The filer is a voice service provider that does not operate an Internet Protocol network over which it originates calls and does not hold direct access to North American Numbering Plan numbering resources. Under Secure Telephone Identity Governance Authority policy, the filer is therefore incapable of obtaining a Service Provider Code (SPC) token, which is a prerequisite to the STI certificate necessary to authenticate calls under the STIR/SHAKEN framework. Section 64.6304(b) exempts voice service providers that are incapable of obtaining an SPC token due to Governance Authority policy from the requirements of § 64.6301 until they are capable of obtaining one. All calls originated by the filer's customers are authenticated and signed by the filer's underlying wholesale provider using that provider's STI certificate and receive Attestation Level A, because all telephone numbers used by the filer's customers are assigned from that provider's numbering inventory. The filer's robocall mitigation program is described in the attached program description.
