47 C.F.R. §§ 64.6301 and 64.6305(d)(2)(i). AFN lacks control over the network infrastructure necessary to implement STIR/SHAKEN. AFN provides interconnected VoIP service using Metro Communications' hosted voice platform. Metro operates the voice switch and performs STIR/SHAKEN authentication for AFN's voice traffic. Accordingly, AFN does not control the IP-based voice facilities on which it could independently implement the STIR/SHAKEN authentication framework.
