Exemption rules: Atlantic Carrier Group LLC ("ACG") is exempt from the requirements of 47 CFR § 64.6301 pursuant to 47 CFR § 64.6304(b). ACG is a newly authorized competitive local exchange carrier (New Jersey BPU Docket TE25110607, authority effective July 22, 2026) preparing to launch retail voice service. The Secure Telephone Identity Governance Authority's SPC token access policy requires an Operating Company Number (OCN) and a current FCC Form 499-A registration as conditions of token eligibility. NECA assigned ACG an OCN in August 2026; ACG will complete its FCC Form 499-A registration prior to initiating voice service, and until that registration is complete ACG remains incapable of obtaining an SPC token under Governance Authority policy. ACG's upstream wholesale carrier authenticates calls originated by ACG's customers under the upstream carrier's own STIR/SHAKEN certificate. Upon completing the remaining eligibility prerequisites, ACG will obtain an SPC token and STI certificate, implement STIR/SHAKEN appropriate to its network architecture, and update this filing within 10 business days.
