- Telesco, Inc. is a non-facilities-based voice service provider (hosted PBX) that does not have direct access to telephone numbers and cannot obtain a Service Provider Code (SPC) token from the STI-PA; it is therefore unable to implement the STIR/SHAKEN authentication framework on its own network and qualifies for the extension available to providers that cannot obtain an SPC token. Telesco relies on its underlying/upstream voice service providers to apply STIR/SHAKEN caller ID authentication to the calls it originates, and Telesco maintains and complies with a robocall mitigation program consistent with 47 CFR 64.6305(a), including caller-ID/number-use controls, traffic monitoring, and full 24-hour cooperation with traceback requests.
