- The Filer is exempt from the obligation to implement STIR/SHAKEN call authentication pursuant to 47 CFR § 64.6301 and 47 CFR § 64.6304.The Filer is a non-facilities-based voice service provider that operates entirely as a white-label reseller. The Filer does not own, lease, operate, or maintain any physical network switching infrastructure, Session Initiation Protocol (SIP) gateways, or transmission facilities capable of injecting cryptographic tokens or handling STIR/SHAKEN digital certificates.Instead, the Filer relies 100% on its upstream wholesale platform partner, SkySwitch, to process, route, and cryptographically authenticate all originated voice traffic on its behalf. Because the Filer completely lacks the technical control over the underlying facilities necessary to execute the STIR/SHAKEN protocol directly, the Filer has no independent call authentication obligation under the Commission's current rules. The Filer maintains an active Robocall Mitigation Program to ensure network integrity.
