- SignalSleek is a foreign-based interconnected VoIP provider and is not currently capable of fully implementing the STIR/SHAKEN framework across its entire network due to technical and operational limitations, including reliance on upstream carriers and non-IP call segments. Pursuant to 47 CFR § 64.6304, the company is implementing a robocall mitigation program as an alternative to full STIR/SHAKEN implementation. SignalSleek ensures that all originated traffic is subject to reasonable mitigation measures, including customer vetting, traffic monitoring, and cooperation with traceback requests.; SignalSleek relies on the exemption provided under 47 CFR § 64.6304, which allows voice service providers that are unable to fully implement the STIR/SHAKEN authentication framework to instead implement a robocall mitigation program. As a foreign-based interconnected VoIP provider, SignalSleek operates using a combination of IP and non-IP network segments and relies on upstream carriers for call routing and termination. Due to these technical and operational limitations, full end-to-end implementation of STIR/SHAKEN across all originated calls is not currently feasible. In compliance with 47 CFR § 64.6304, SignalSleek has implemented a robocall mitigation program to prevent the origination and transmission of illegal robocalls. This includes customer verification procedures, continuous traffic monitoring, detection and blocking of suspicious call patterns, and cooperation with traceback requests from the FCC, law enforcement, and the U.S. Traceback Group. SignalSleek is committed to adopting STIR/SHAKEN standards as capabilities evolve and as network conditions allow for full implementation in the future.
