- Partner Tek Inc. qualifies for an exemption from direct implementation of STIR/SHAKEN under 47 CFR § 64.6304(b)(2), as it is a VoIP reseller that does not own or operate the underlying network facilities required to implement STIR/SHAKEN call authentication. Partner Tek Inc. provides voice services utilizing the SkySwitch/CoreDial platform and associated upstream carriers. These upstream providers control the network infrastructure necessary to implement STIR/SHAKEN, including call authentication, attestation, and certificate management. As a result, Partner Tek Inc. does not have direct access to or control over the signaling and network elements required to independently sign calls or assign attestation levels. Because Partner Tek Inc. lacks the technical capability and network control required to implement STIR/SHAKEN, it qualifies for the exemption applicable to providers that cannot implement the framework due to these limitations. Partner Tek Inc. relies on its upstream providers, including SkySwitch/CoreDial and their underlying carriers, which are STIR/SHAKEN compliant and are listed in the FCC Robocall Mitigation Database. Notwithstanding this exemption, Partner Tek Inc. has implemented a robocall mitigation program in accordance with FCC requirements, including customer vetting procedures, traffic monitoring, enforcement actions, and a commitment to respond to traceback requests in a timely manner.
