Exemption rules: Better Connected is a UCaaS reseller that does not control the network infrastructure necessary to authenticate calls using the STIR/SHAKEN framework. Accordingly, Better Connected does not have an independent STIR/SHAKEN implementation obligation. Pursuant to 47 CFR § 64.6301 and § 64.6304, the obligation to implement STIR/SHAKEN applies to voice service providers that originate calls on IP networks and control the technical facilities required to authenticate and sign calls. Better Connected does not operate a softswitch, SBC, or other call authentication infrastructure and does not possess STIR/SHAKEN certificates or an SPC token. Calls originated by Better Connected customers are authenticated and signed by SkySwitch, the underlying voice service provider, which controls the network infrastructure and maintains its own STIR/SHAKEN implementation and Robocall Mitigation Database filing. Consistent with 47 CFR § 64.6305, Better Connected maintains an appropriate robocall mitigation program and cooperates with traceback requests, while relying on SkySwitch’s STIR/SHAKEN implementation for caller ID authentication.
