- Diversified Technology Corp has not implemented STIR/SHAKEN directly and claims a reseller exemption from the obligation to obtain its own SPC token and digital certificate. As a reseller, Diversified Technology Corp does not control the underlying network infrastructure necessary to implement STIR/SHAKEN independently. Caller ID authentication (STIR/SHAKEN call signing) is performed by SkySwitch (the upstream provider) on behalf of Diversified Technology Corp at the network level. This exemption is consistent with FCC rules and the analysis set forth in ATIS 1000088, which recognizes that a signing entity may sign calls for its reseller customers without constituting “third-party authentication” under 47 CFR § 64.6305.
