- RingTele is a non-facilities-based voice service provider that offers hosted VoIP services to business end users using the SkySwitch and Ringlogix platform. RingTele does not own or control the network infrastructure required to implement STIR/SHAKEN authentication directly, including switching infrastructure or the STI certificate required to sign calls within the STIR/SHAKEN framework. Pursuant to 47 CFR §64.6301, RingTele qualifies for an exemption from direct STIR/SHAKEN implementation because it does not control the network infrastructure necessary to implement caller authentication. RingTele relies on upstream network providers for call routing and switching, and STIR/SHAKEN authentication is implemented at the network level by those upstream providers where applicable. As a result, RingTele is unable to directly deploy STIR/SHAKEN signing on calls originating from its customers. Accordingly, RingTele complies with the robocall mitigation program requirements set forth in 47 CFR §64.6305 by maintaining procedures designed to prevent the origination of illegal robocalls. RingTele maintains a robocall mitigation program that includes customer vetting procedures, monitoring of traffic patterns, enforcement of acceptable use policies prohibiting illegal robocalls and caller ID spoofing, and cooperation with traceback requests from the Commission, law enforcement, and the industry traceback consortium. RingTele commits to responding fully and within 24 hours to all traceback requests and to cooperating with such entities in investigating and stopping any illegal robocallers that may attempt to use its services.
