CityReach Technologies, Inc. does not operate any switching, routing, SIP interconnect, SBC, softswitch, or other IP‑based voice infrastructure. All customer endpoints register directly to the upstream carrier (VoIP.ms), which performs all call origination, termination, and STIR/SHAKEN signing on its own network. Because CityReach has no control over the IP portions of any voice network, it is exempt from implementing STIR/SHAKEN under FCC rules. As required, CityReach maintains an active Robocall Mitigation Program consistent with 47 CFR § 64.6305(a), including customer vetting, fraud monitoring, traffic anomaly detection, and rapid response to traceback requests. CityReach has uploaded a full Robocall Mitigation Plan to this filing. CityReach does not originate calls over any facilities where STIR/SHAKEN could be implemented and therefore must certify under “No STIR/SHAKEN Implementation.”
