- Backbone Networks Corporation qualifies as a non-facilities-based voice service provider that relies on upstream wholesale voice providers for direct interconnection to the public switched telephone network (PSTN). Backbone Networks Corporation does not operate its own network facilities, switching infrastructure, or PSTN gateways, and therefore does not originate calls directly onto the PSTN using its own network equipment. Pursuant to 47 CFR § 64.6301 and § 64.6304, STIR/SHAKEN implementation obligations apply to voice service providers with direct control over the network facilities used to originate calls onto the PSTN. Backbone Networks Corporation instead relies on its upstream voice service providers, which are responsible for implementing STIR/SHAKEN authentication on calls that enter the PSTN. Accordingly, Backbone Networks Corporation has not implemented STIR/SHAKEN authentication on its own network because it does not operate facilities subject to those implementation requirements.
