All call traffic is transmitted via upstream facilities-based carriers that are responsible for STIR/SHAKEN implementation and authentication of calls on their networks. Pursuant to 47 CFR § 64.6304, the filer is exempt from the direct STIR/SHAKEN implementation obligation because it does not have the capability to implement STIR/SHAKEN independently and relies exclusively on upstream providers for call authentication.
