Exemption rules: AIC TRIAD Consulting is exempt from implementing the STIR/SHAKEN caller ID authentication framework pursuant to 47 CFR § 64.6301(a)(2) and related FCC orders, which recognize that a voice service provider that does not control the network infrastructure used to originate or transmit calls does not have a STIR/SHAKEN implementation obligation. AIC TRIAD Consulting operates solely as a VoIP reseller and does not own, operate, or control the IP network facilities, signaling systems, or softswitches necessary to authenticate and sign calls using STIR/SHAKEN. All outbound calls originated by AIC TRIAD Consulting customers are transmitted via its upstream voice service provider, SkySwitch, and SkySwitch’s underlying carriers, which perform STIR/SHAKEN authentication and call signing on those calls. Because AIC TRIAD Consulting lacks the technical and operational ability to implement STIR/SHAKEN on the network facilities used to originate calls, the STIR/SHAKEN implementation obligation does not apply. AIC TRIAD Consulting instead complies with FCC requirements by maintaining a robocall mitigation program and cooperating fully with traceback requests and law enforcement inquiries.
