Pursuant to 47 C.F.R. § 64.6301(a)(2) and related FCC guidance, Janelli, Inc. does not have a direct obligation to implement the STIR/SHAKEN authentication framework because it does not operate its own originating voice network or independently originate PSTN calls. Janelli, Inc. is a reseller Voice Service Provider that relies on upstream service providers to originate, authenticate, and sign calls using STIR/SHAKEN. Those upstream providers are responsible for STIR/SHAKEN compliance. Janelli, Inc. maintains and enforces a robocall mitigation program consistent with 47 C.F.R. § 64.6305(a) to mitigate illegal robocall traffic and cooperates fully with traceback requests and enforcement efforts.
