47 CFR § 64.6301(a)(3) exempts downstream providers that do not directly implement STIR/SHAKEN. Excelsior Wireless Ltd operates a 3CX PBX platform and relies on its upstream carrier, ClearlyIP, to originate calls into the PSTN and perform STIR/SHAKEN authentication and attestation. Excelsior Wireless does not have direct interconnection to the PSTN and therefore cannot implement STIR/SHAKEN itself. Instead, we have implemented a robocall mitigation program (as described in our filing) to ensure that our limited customer base cannot originate illegal robocalls through our network.
