Exemption rules: Heembay LLC qualifies for a STIR/SHAKEN implementation exemption under 47 CFR § 64.6304(d). The company does not operate a SIP-based interconnection network and therefore lacks the technical capability to directly implement STIR/SHAKEN within its infrastructure. All SIP functionality, signaling, and routing are managed externally by upstream providers. Heembay LLC’s current network does not originate calls over SIP interconnections. As a result, Heembay LLC cannot itself deploy STIR/SHAKEN authentication technology.
