MobileX Global, Inc. (MobileX) qualifies as a “voice service provider” under 47 C.F.R. § 64.6300(n) because it offers voice service to end users. However, MobileX does not operate facilities to originate SIP calls. Pursuant to 47 C.F.R. § 64.6301(a), the STIR/SHAKEN implementation obligation applies only to providers that originate SIP calls on their own networks. All calls originated by MobileX subscribers are originated and authenticated on Verizon Wireless’s facilities, where STIR/SHAKEN is fully implemented. Accordingly, MobileX is a voice service provider without a STIR/SHAKEN implementation obligation, and instead complies through its robocall mitigation program.
