Exemption rules: Exemption Rule: Per 47 CFR § 64.6304(g), voice service providers that do not originate calls on the PSTN or do not have access to telephone numbers are not required to implement STIR/SHAKEN, but must instead implement a Robocall Mitigation Program pursuant to 47 CFR § 64.6305(c). Why This Applies to Me: I am a U.S.-based sole proprietor who provides VoIP services to local customers. All PSTN connectivity, including outbound and inbound calls, is handled entirely through my upstream provider, voip.ms, which is STIR/SHAKEN compliant. I do not originate calls directly onto the PSTN, nor do I obtain or assign telephone numbers directly from NANPA or the NPAC. Accordingly, I am exempt from STIR/SHAKEN implementation under the cited FCC rule and instead maintain a Robocall Mitigation Program appropriate for my provider type.
