- Horizons Consultants, as a VoIP Reseller, does not directly implement STIR/SHAKEN on its network. The company leases numbers and allows customers to bring their own DIDs, which are processed by upstream carriers. These upstream carriers have fully implemented STIR/SHAKEN compliance across their networks. As such, the company is relying on the upstream carriers' compliance with STIR/SHAKEN for all calls transmitted through our service. This exemption applies as we are a non-gateway intermediate provider, and we do not originate calls on our network. Instead, we ensure that the calls we handle are compliant with STIR/SHAKEN as mandated by our upstream carriers.
