- We have not implemented the STIR/SHAKEN call authentication framework on our network due to the specific nature of our telecommunications infrastructure, which is not compatible with the requirements for STIR/SHAKEN. Additionally, as a foreign provider, the FCC does not have direct jurisdiction over our entity to impose STIR/SHAKEN implementation obligations upon us. The FCC recognized this lack of direct jurisdiction over foreign entities in paragraph 7 of its May 2022 Gateway Provider Order (FCC 22-37). Despite not implementing STIR/SHAKEN, we are actively engaged in a comprehensive robocall mitigation program. This program includes procedures to monitor, identify, and manage any suspect traffic, as well as to promptly respond to traceback requests from the Commission, law enforcement, and the industry traceback consortium. Furthermore, we collaborate with regulatory bodies and industry partners to address and prevent illegal robocall activities.
