47CFR64.6301(a) Caller ID authentication. "STIR/SHAKEN implementation by voice service providers. Except as provided in §§ 64.6304 and 64.6306, not later than June 30, 2021, a voice service provider shall fully implement the STIR/SHAKEN authentication framework in its internet Protocol networks." 47 CFR 64.6300(o) Voice Service: "Means any service that is interconnected with the public switched telephone network and that furnishes voice communications to an end user using resources from the North American Numbering Plan or any successor to the North American Numbering Plan adopted by the Commission." FSM Telecommunications Corporation (FSMTC), a Foreign Service Provider: does not use resources from the NANP; does not have a US presence; does not own or sell US numbers. We can only conclude FSMTC is a foreign service provider with no STIR/SHAKEN obligation.
