Exemption rules: Travo Mobile LLC is a non-facilities-based wireless reseller/MVNO obtaining wholesale wireless services through PWG (Prepaid Wireless Wholesale, LLC). Travo does not own, operate, or control the switching, signaling, or caller-ID authentication infrastructure necessary to implement STIR/SHAKEN. Those network functions remain under the control of the wholesale provider and/or its underlying facilities-based carrier. Accordingly, Travo relies on the FCC’s lack-of-network-control basis for non-implementation of the requirements in 47 CFR § 64.6301(a), explained in FCC 20-136, paragraphs 19–20, and recognized in 47 CFR § 64.6305(d)(2)(i). Travo’s customer-account and SIM/eSIM provisioning functions do not provide control over the infrastructure needed to implement STIR/SHAKEN. Travo acknowledges that it remains responsible for maintaining its own robocall mitigation program, taking reasonable steps to prevent illegal calling, cooperating with its wholesale provider and relevant authorities, and responding to traceback requests within applicable FCC deadlines.
