Role Implementation Voice service provider None Overall None - Exemption rules
- Extension claimed: 47 CFR 64.6304(b) (provider incapable of obtaining an SPC token due to Governance Authority policy), on a temporary basis. HeyQuad LLC is an interconnected VoIP provider. It originates its customers' calls on its own SIP platform and deliversthem to the PSTN through its underlying provider, Telnyx, LLC (RMD0001645). HeyQuad does not claim the exemption for providers lacking control over the network infrastructure necessary to implement STIR/SHAKEN; it operates the SIP elements on which STIR/SHAKEN is implemented and accepts that 47 CFR 64.6301 applies to it. STI-GA Policy Decision 001 (SPC Token Access Policy v1.2) requires, among other things, a Robocall Mitigation Database listing and an assigned Operating Company Number. HeyQuad meets neither today: (1) this is its first RMD filing, so it is not yet listed; (2) NECA assigns an OCN to an interconnected VoIP provider only on proof of service and of end-user customers, and HeyQuad has completed its service build but has no end-user customer contract or invoice yet. HeyQuad will apply for an OCN on the day its first customer contract is signed, using the expedited process. HeyQuad registered with USAC on September 9, 2026 (FCC Form 499 Filer ID 839247). On October 13, 2026 HeyQuad asked the STI Policy Administrator in writing to confirm its eligibility, will follow up within 10 business days if unanswered, and will revise this explanation if the answer changes its eligibility. As soon as it is eligible, HeyQuad will register with the STI Policy Administrator, obtain an SPC token and an STI certificate from an approved STI-CA, sign every call it originates with its own certificate making all attestation decisions itself, verify signed calls it receives, and apply the framework to calls carried wholly within its network. Its platform's signing function is built and awaits the certificate; HeyQuad will not treat the period for updating this filing as additional time to implement. Until then, calls HeyQuad originates are authenticated by Telnyx under Telnyx's own certificate; HeyQuad does not represent this as its own implementation. HeyQuad will update this filing within 10 business days of obtaining its SPC token and again on completing implementation. All calls HeyQuad originates are subject to the robocallmitigation program in the attached plan.
