47 CFR § 64.6304(d) – exemption for voice service providers that lack control over the network infrastructure necessary to implement STIR/SHAKEN. LeadHunter USA LLC is a non-facilities-based provider. It owns and operates no switching or transmission facilities, holds no OCN, numbering resources or SIP infrastructure of its own, and therefore cannot obtain an SPC token or sign calls itself. All of its customers' calls are originated on the IP network of its upstream provider, Twilio Inc., which controls the infrastructure and authenticates those calls under STIR/SHAKEN. LeadHunter USA LLC applies the robocall mitigation program described in the attached plan to all calls its customers place.
