Exemption rules: BOOAH LLC, doing business as SVITCH, provides hosted PBX / VoIP service to business end users as a reseller of wholesale voice service. BOOAH does not control the network infrastructure necessary to implement STIR/SHAKEN. Twilio is BOOAH's current wholesale carrier and originates outbound calls onto the public network under Twilio's own STIR/SHAKEN obligation. Bulk Solutions (BulkVS) is a planned additional wholesale carrier, not a current live path. BOOAH will review that arrangement before activation and update this filing within 10 business days of any change to the certification, mitigation plan or required filing information. BOOAH therefore falls outside the implementation mandate in 47 CFR § 64.6301 as interpreted in the First Caller ID Authentication Report and Order, FCC 20-42, paragraph 40, and reaffirmed in the Eighth Report and Order, FCC 24-120, paragraphs 16-19 and footnote 82. BOOAH has not implemented STIR/SHAKEN itself and is not claiming full or partial implementation based on its wholesale provider's signing. BOOAH remains subject to robocall mitigation, RMD certification and traceback cooperation requirements.
