Zero Calling LLC is an originating voice service provider that does not directly implement the STIR/SHAKEN authentication framework. Zero Calling utilizes registered upstream voice service providers for PSTN connectivity and call authentication. Pursuant to 47 CFR § 64.6301 and § 64.6305, the STIR/SHAKEN implementation obligation applies to voice service providers operating their own IP networks capable of implementing the authentication framework. Zero Calling does not operate its own IP interconnection facilities and relies on its upstream providers to perform STIR/SHAKEN authentication. Accordingly, Zero Calling qualifies under the exemption applicable to providers without a STIR/SHAKEN implementation obligation and maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a).
