- Pursuant to 47 CFR § 64.6305(d)(2)(i), the filer explains that it is unable to implement STIR/SHAKEN because it lacks control over the network infrastructure necessary to implement it. The filer is a foreign voice service provider organized and operating in Pakistan. It provides an application-based retail calling service but does not control the wholesale carrier network that performs public-switched-network origination and termination. Calls are handed to the filer's wholesale carrier, currently IDT Express, and the filer cannot obtain or apply an SPC token within that carrier's network. Applicable caller-ID authentication on that controlled network must be performed by the carrier. The filer has therefore selected Option 3 because it has not implemented STIR/SHAKEN on any portion of a network it controls. The filer separately maintains the robocall mitigation program required by 47 CFR § 64.6305(a), including reasonable steps to avoid originating illegal robocall traffic and the required 24-hour traceback and cooperation commitment.
