PJL Telecom LLC does not control the network infrastructure necessary to implement STIR/SHAKEN authentication. PJL provides hosted PBX service to business customers and routes all outbound calls to its upstream carrier, Fourteen IP Inc. d/b/a ClearlyIP, which interconnects with the PSTN and authenticates those calls. PJL operates no PSTN interconnection or call signing infrastructure of its own. Under the Commission's Second Caller ID Authentication Report and Order (FCC 20-136), voice service providers that lack control over the network infrastructure necessary to implement STIR/SHAKEN are not subject to the authentication requirement of 47 CFR § 64.6301. PJL will obtain its own SPC token and certificate if it begins operating such infrastructure, and in the interim maintains the robocall mitigation program described in the attached program description.

Prior investigations / actions

Description
PJL Telecom LLC was subject to two FCC Enforcement Bureau Removal Orders, dated August 6, 2025 and August 25, 2025, which removed its certification from the Robocall Mitigation Database. (1) Agency involved: Federal Communications Commission, Enforcement Bureau. No other law enforcement or regulatory agency was involved. (2) Date commenced: The removals followed Enforcement Bureau compliance notices issued in 2025 regarding the company's RMD certification. (3) Current status: Closed. The filing was reinstated on September 5, 2025. In December 2025 the company corrected the additional deficiencies identified by the Enforcement Bureau (principal identification, regulatory disclosure, know-your-customer detail, and traffic analytics). The company later withdrew its filing voluntarily when it moved to an agent relationship with its upstream carrier and was no longer serving as the voice service provider of record. This new filing is submitted as the company resumes that role. (4) Summary of findings: The removals were based on a deficient RMD certification, specifically the failure to update the filing by the February 26, 2024 deadline and non-response to Commission notices, which were filtered to the company's spam folder and not received. There were no findings of actual or suspected wrongdoing related to transmitting, encouraging, assisting, or facilitating illegal robocalls or spoofing. (5) Final determinations: The Removal Orders were the final determinations. No forfeitures, fines, or other penalties were imposed. Corrective actions: All FCC correspondence addresses are now whitelisted and monitored, RMD recertification deadlines are tracked on a compliance calendar, and the Robocall Mitigation Program Description has been revised to meet Commission requirements.
