The STI-GA SPC Token Access Policy (Policy Decision 001) requires a current FCC Form 499-A, an assigned OCN and a listing in this Robocall Mitigation Database before a token is issued. The filer does not yet meet these conditions, and this filing is its first access step (the conflict is described in FCC 26-49, para. 30). Next steps: Form 499-A, OCN, STI-PA registration, own SPC token and STI certificate. Until then, outbound calls run only through its upstream carrier, which authenticates unsigned calls it receives under its own obligations (47 CFR 64.6302); this is not presented as the filer's own implementation. The filer is foreign only by incorporation (Germany, no US office); its service to US business end users runs entirely on US-based infrastructure, and foreign status is not claimed as an exemption.
