- AI Access, Inc. relies on the extension in 47 CFR § 64.6304(b) for voice service providers that are incapable of obtaining an SPC token due to Governance Authority policy. AI Access was formed in April 2026, has not yet commenced service, and does not yet hold an Operating Company Number or a Form 499-A filing, which the STI Governance Authority's token access policy requires before an SPC token can be issued. In the interim all calls are authenticated by AI Access's sole upstream provider, Bandwidth Inc., through Bandwidth's signing service using Bandwidth's certificate; no call reaches the PSTN unsigned. AI Access intends to obtain its own SPC token and certificate as its volume grows and will update this certification within 10 business days of any such change. See Section 2 of the attached plan.
