- No exemption or extension under 47 CFR § 64.6304 is claimed. TeleFlash GmbH is a foreign voice service provider as defined in 47 CFR § 64.6300(c). Pursuant to 47 CFR § 64.6305(d)(2)(i), the requirement to identify an exemption or extension under § 64.6304 applies where the voice service provider is not a foreign voice service provider. FCC guidance further provides that foreign voice service providers may, but are not required to, implement STIR/SHAKEN and may certify to “Option 3 – No STIR/SHAKEN Implementation.” TeleFlash GmbH is organized and operates in Germany and provides voice services outside the United States. TeleFlash does not operate U.S.-based voice network facilities and may originate voice traffic outside the United States that terminates with subscribers in the United States. Accordingly, TeleFlash GmbH is a foreign voice service provider and is not presently subject to a STIR/SHAKEN implementation obligation. TeleFlash GmbH has not currently implemented STIR/SHAKEN and therefore certifies to “Option 3 – No STIR/SHAKEN Implementation.” TeleFlash maintains a robocall mitigation program applicable to the traffic it originates.
