Exemption rules: Rule: 47 CFR 64.6301(a) requires a voice service provider to implement STIR/SHAKEN in its own Internet Protocol networks. The Commission has clarified that its caller ID authentication rules do not apply to providers that lack control of the network infrastructure necessary to implement STIR/SHAKEN. Call Authentication Trust Anchor, Report and Order and Further Notice of Proposed Rulemaking, 35 FCC Rcd 3241, 3260, para. 40 (2020). Why it applies: Coastline CRM LLC is a software company. It owns and operates no network facilities of any kind: no switches, session border controllers, trunks, or IP voice network. Every phone number used through Coastline is assigned by, and every call is originated and carried on the network of, its underlying carrier Twilio (Twilio US Technology, Inc., FRN 0028844892), which authenticates these calls under its own complete STIR/SHAKEN implementation. Coastline holds no Operating Company Number and no SPC token, and it makes no attestation decisions. Because it has no network infrastructure in which to implement STIR/SHAKEN, Coastline performs robocall mitigation instead, as described in the attached robocall mitigation program description.
