Voxtelix LLC does not own or control the underlying SIP network, originating switch, carrier interconnection facilities, STIR/SHAKEN signing platform, or Service Provider Code token necessary to independently authenticate caller-ID information. The network facilities used to originate, transport, and authenticate calls are controlled by the company’s facilities-based upstream carrier or carriers. Voxtelix LLC’s role is limited to obtaining and providing authorized telecommunications services through underlying carrier networks, managing customer accounts, applying customer-use requirements, monitoring available traffic information, and cooperating with upstream providers, the FCC, law enforcement, and the industry traceback consortium. Because Voxtelix LLC lacks control over the necessary network infrastructure, it cannot independently implement STIR/SHAKEN on the underlying facilities. The applicable upstream facilities-based provider is responsible for implementing STIR/SHAKEN on the network facilities under its control. Voxtelix LLC will require customers and upstream providers to provide accurate business information, lawful traffic-use information, caller-ID authorization, and sufficient records to support customer verification and traceback investigations. This lack-of-control basis applies only to Voxtelix LLC’s inability to independently implement STIR/SHAKEN. It does not exempt the company from maintaining an accurate Robocall Mitigation Database filing, operating a reasonable robocall mitigation program, conducting customer and upstream-provider due diligence, preventing illegal robocalls and spoofing, maintaining records, or responding fully and promptly to traceback requests.
