- NebulaNectar Networks, LLC is a domestic limited liability company formed in New Mexico under Record No. 7375166. The company operates as a non-facilities-based telecommunications reseller and does not own or control the underlying SIP network, originating carrier infrastructure, STIR/SHAKEN signing platform, or Service Provider Code (SPC) token required to authenticate caller-ID information. Accordingly, NebulaNectar Networks, LLC is relying on the lack-of-control basis recognized in 47 C.F.R. § 64.6305(d)(2)(i). The underlying facilities-based upstream carriers control the network infrastructure used to originate, transport, and authenticate the calls and are responsible for implementing STIR/SHAKEN on the network facilities under their control. NebulaNectar Networks, LLC does not independently originate calls from network facilities that it owns or controls and cannot technically apply STIR/SHAKEN authentication to the underlying carrier network. Its role is limited to obtaining and reselling authorized voice services, managing approved customer accounts, enforcing customer compliance requirements, monitoring traffic, and cooperating with upstream carriers and regulatory authorities. This position applies only to the company’s STIR/SHAKEN implementation obligation. It does not exempt NebulaNectar Networks, LLC from: Filing and maintaining an accurate Robocall Mitigation Database certification; Maintaining an appropriate robocall mitigation program; Performing customer and upstream-provider due diligence; Preventing illegal robocalls, spoofing, and deceptive caller-ID use; Maintaining traffic, customer, routing, and traceback records; or Responding fully and promptly to FCC, law-enforcement, carrier, and industry traceback requests. NebulaNectar Networks, LLC will require customers to provide accurate legal, business, traffic-source, caller-ID authorization, and campaign information. The company may restrict, suspend, block, or terminate traffic when it identifies suspected fraud, impersonation, unlawful robocalls, misleading caller-ID, unverifiable customer information, or failure to cooperate with a traceback investigation.
