- 47 C.F.R. § 64.6304(b). Shaazford Global LLC is incapable of obtaining a Service Provider Code (SPC) token under the STI-Governance Authority's policy and is therefore exempt from the requirements of § 64.6301 until it is capable of obtaining one. The Governance Authority's policy requires an applicant for an SPC token to hold an Operating Company Number (OCN) and to be a current filer of FCC Form 499-A. Shaazford holds neither: it has no OCN and is not a Form 499 filer. It is a non-facilities-based provider that does not have direct access to numbering resources. Without an SPC token no approved STI Certification Authority can issue Shaazford a certificate, so Shaazford cannot authenticate calls under 47 C.F.R. § 64.6301 on any portion of its network. All calls Shaazford originates are carried by underlying wholesale carriers that are listed in the Robocall Mitigation Database and that apply STIR/SHAKEN authentication under their own credentials to the numbers they assign to Shaazford. Shaazford uses only numbers assigned to its accounts with those carriers, so its traffic remains signed and traceable. Shaazford applies the robocall mitigation program described in the attached program description to all traffic it originates, for its own calling and for its business customers. Shaazford will obtain an OCN and an SPC token and implement STIR/SHAKEN before originating customer traffic at a carrier that does not authenticate it, and will update this certification within ten business days of that change.
