47 C.F.R. § 64.6304(b). Learnly Ventures INC is a non-facilities-based reseller of interconnected VoIP service without direct access to numbering resources, and holds no Operating Company Number. Under the STI-Policy Administrator's token access policy, a provider must hold an Operating Company Number to be issued a Service Provider Code token. Learnly is therefore at present incapable of obtaining the certificate necessary to participate in the STIR/SHAKEN authentication framework, and is within the extension provided by § 64.6304(b), which applies until a provider becomes capable of obtaining such a certificate. All calls Learnly originates are subject to the robocall mitigation program described in the attached plan. Section IV of that plan sets out this basis in full.
