Exemption rules: Techwebhosting Internet Solutions, LLC relies on the extension in 47 CFR § 64.6304 for voice service providers that cannot obtain the Service Provider Code (SPC) token necessary to participate in STIR/SHAKEN due to the STI Policy Administrator's token access policy. That policy requires an applicant to have a current FCC Form 499-A on file, an Operating Company Number, and a Robocall Mitigation Database listing. Techwebhosting does not yet hold a 499 Filer ID or OCN and is not yet listed in the RMD; this filing is the first of those prerequisites. Techwebhosting intends to complete the remaining prerequisites (USAC 499 registration and Form 499-A, NECA OCN, STI-PA registration, and a certificate from an approved STI-CA), implement STIR/SHAKEN on its NetSapiens platform, and update this certification within ten business days of obtaining a certificate. Until then, all calls originated on the Techwebhosting network are delivered to STIR/SHAKEN-participating upstream carriers that sign them, and all such calls are subject to the robocall mitigation program described in the attached plan.
