Steward IT LLC is a non-facilities-based interconnected VoIP reseller. It does not own or operate switches, SBCs, or the SIP signaling path used to originate calls onto the PSTN. It does not hold an STI-GA SPC token and cannot sign calls. End-user calls are originated and authenticated by the underlying wholesale carrier, VoIP.ms, which controls that infrastructure and implements STIR/SHAKEN. Steward IT LLC therefore has no STIR/SHAKEN implementation obligation. It will maintain a robocall mitigation program, including KYC and 24-hour traceback response, as required by 47 CFR § 64.6305(a).
