- 47 CFR 64.6301(a) requires a voice service provider to authenticate calls under STIR/SHAKEN only in the Internet Protocol portions of its own network. The filer is a non-facilities-based reseller: it owns and operates no network, no switch, and no IP interconnection facilities, so it has no network portion on which the authentication obligation can attach. The filer also holds no Operating Company Number and has no direct access to numbering resources, and is therefore ineligible to obtain a Service Provider Code (SPC) token from the STI-Policy Administrator, which is a prerequisite to signing calls under the framework. All authentication of the filer's traffic is performed by its facilities-based upstream providers, each of which is registered in the Robocall Mitigation Database. Because the filer cannot itself implement STIR/SHAKEN, all calls it originates are subject to the robocall mitigation program required by 47 CFR 64.6305(a), which is described in the attached Robocall Mitigation Program Description.
