ClearConverse Inc. is a non-facilities-based voice service provider serving end users. ClearConverse obtains PSTN origination and termination services through underlying SIP trunking providers and does not own or control the carrier network infrastructure used to interconnect with the public switched telephone network. Outbound calls are authenticated by the underlying provider using that provider's STIR/SHAKEN certificate. ClearConverse does not control the provider's STIR/SHAKEN signing infrastructure or make per-call authentication or attestation decisions. Accordingly, ClearConverse lacks control over the network infrastructure necessary to implement STIR/SHAKEN and claims the applicable exemption from the STIR/SHAKEN implementation requirement.

Description
ClearConverse Inc. is a newly formed corporation and was not itself the subject of the action described below. This disclosure is being made because its principal and management are common with the prior entity, Clear Converse Corporation, formerly listed in the Robocall Mitigation Database as RMD0009241. The Federal Communications Commission, through its Wireline Competition Bureau and Enforcement Bureau, reviewed the prior entity's RMD certification. The FCC states that the matter began under File No. EB-TCD-24-00036891 and was later assigned File No. EB-TCD-25-00038590. The Wireline Competition Bureau notified affected providers on March 29, 2024 that their certifications did not comply with updated RMD requirements, and the Enforcement Bureau subsequently issued a Show Cause Order on December 10, 2024. On August 25, 2025, the FCC Enforcement Bureau issued a final Order, DA 25-737, which included RMD0009241, ClearConverse Incorporated. The FCC found that the RMD certification was deficient because the required updated certification information and/or robocall mitigation plan information had not been timely provided. The Order removed the certification from the Robocall Mitigation Database and prohibited refiling without prior approval of the Wireline Competition Bureau and Enforcement Bureau. The action concerned deficiencies in the prior entity's RMD filing and compliance with updated RMD certification requirements. ClearConverse Inc., the present filer, is a separate newly formed legal entity and was not itself named in DA 25-737.
