McLeod Software is not subject to the STIR/SHAKEN implementation requirement applicable to originating voice service providers because McLeod does not provide telecommunications services using its own network facilities, does not operate as an originating voice service provider, and does not possess the Service Provider Code (SPC), certificates, or network infrastructure necessary to perform STIR/SHAKEN authentication. Telephone numbers, PSTN connectivity, and any applicable call authentication services are provided by McLeod's upstream voice provider, Bandwidth. McLeod Software Corporation is a transportation management software provider that develops and operates software platforms used by motor carriers, freight brokers, third-party logistics providers, and private fleets to manage transportation operations. McLeod Software is not a telecommunications carrier, interconnected VoIP provider, gateway provider, or provider of telecommunications services to the general public. McLeod Software's voice AI capabilities are limited to transportation-related operational workflows initiated on behalf of authenticated McLeod customers. These communications support legitimate business activities such as shipment status updates, appointment scheduling, dispatch communications, carrier availability inquiries, freight tracking, exception management, driver support, load information requests, settlement inquiries, and other transportation-management functions. McLeod Software does not provide a general-purpose dialing platform, carrier services, SIP trunking services, telecommunications resale services, predictive dialing systems, telemarketing services, or bulk outbound calling capabilities. The platform is designed exclusively to facilitate operational communications associated with freight transportation and logistics transactions. Telephone numbers associated with these communications are provisioned by Bandwidth and public switched telephone network (PSTN) connectivity is provided through Bandwidth and other approved upstream telecommunications providers. McLeod Software does not own or control telecommunications network infrastructure, direct PSTN interconnections, telephone-numbering resources, Service Provider Code tokens, STIR/SHAKEN certificates, or call-signing infrastructure and therefore is not capable of independently implementing STIR/SHAKEN authentication. To the extent STIR/SHAKEN authentication, call attestation, network traceback support, traffic analytics, network-level monitoring, or call blocking applies to covered traffic, those functions are performed by the applicable upstream telecommunications provider. McLeod Software's role is limited to providing application-level software workflows and AI-assisted communications supporting transportation and logistics operations.
