Exemption rules: SS 786 LLC relies on the Commission’s exemption for providers that lack control over the network infrastructure necessary to implement STIR/SHAKEN, as recognized in the First Caller ID Authentication Report and Order, FCC 20-42, paragraph 40, and reflected in 47 CFR § 64.6305(d)(2)(i). SS 786 LLC operates as a non-facilities-based VoIP reseller and does not own or control the underlying SIP network, switching infrastructure, session border controllers, or other network facilities necessary to independently implement the STIR/SHAKEN authentication framework. The underlying voice network and call-routing infrastructure are provided and controlled by VoIP.ms. Because SS 786 LLC lacks control over the network infrastructure necessary to implement STIR/SHAKEN, it is unable to implement STIR/SHAKEN on its own network. SS 786 LLC will maintain and follow an appropriate robocall mitigation program, including customer verification, prevention of illegal calling activity, cooperation with traceback requests, and other reasonable measures required by FCC rules.
