Lightspeed Tech Systems, LLC is a mobile virtual network operator (reseller) and does not own or operate any originating voice network. All subscriber calls are originated and authenticated on the network of its underlying facilities-based provider, AT&T Mobility (accessed via Atomic Mobile, Inc.), which maintains a complete STIR/SHAKEN implementation. Lightspeed has no direct access to telephone numbering resources and cannot obtain a Service Provider Code (SPC) token under the STIR/SHAKEN Governance Authority's token-access policy, so it is incapable of implementing STIR/SHAKEN on its own network. Pursuant to 47 CFR § 64.6304, Lightspeed is not required to implement STIR/SHAKEN and instead maintains the robocall mitigation program set out in its attached Robocall Mitigation Program Description under § 64.6305(a).
