- Code Savant is incapable of obtaining the Service Provider Code (SPC) token required to participate in the STIR/SHAKEN authentication framework, and therefore falls within the extension at 47 CFR § 64.6304 for a voice service provider that cannot obtain the certificate necessary to participate in STIR/SHAKEN due to the STI Governance Authority's SPC Token Access Policy. The SPC Token Access Policy conditions issuance of a token on a provider (1) having a current FCC Form 499A filer identification number, (2) having been assigned an Operating Company Number (OCN), and (3) having direct access to telephone numbers from the North American Numbering Plan Administrator and Pooling Administrator, or otherwise holding authority as a carrier. Code Savant satisfies none of these conditions. It holds no OCN, it is not assigned numbering resources directly, and it is not a facilities-based carrier. Every telephone number it uses is obtained from its underlying voice service provider, which holds the numbering resources and operates the SIP network over which calls are carried. Code Savant's platform does not itself originate SIP traffic: it hands each call to its underlying provider, which performs caller ID authentication. Because Code Savant cannot obtain an SPC token, it is not capable of signing calls, and the extension applies until such time as it becomes capable of obtaining a certificate. In the interim, and as certified above, all calls it originates are subject to the robocall mitigation program described in this filing, consistent with 47 CFR § 64.6305(a). Should Code Savant obtain an OCN and an SPC token in future, it will implement STIR/SHAKEN authentication and amend this filing accordingly.
