Pursuant to 47 CFR § 64.6305(d)(2)(i), Grace Communications LC is unable to implement STIR/SHAKEN because it does not control the network infrastructure necessary to implement STIR/SHAKEN. Grace Communications LC operates as a pure reseller using Telnyx-provided telephone numbers and routes all outbound PSTN traffic through Telnyx LLC. Grace Communications LC does not operate the underlying PSTN network, possess an OCN or SPC token, maintain its own STIR/SHAKEN certificate, or control the authentication infrastructure. Telnyx LLC authenticates the outbound calls using Telnyx’s STIR/SHAKEN infrastructure and certificate.
