Exemption rules: 47 CFR 64.6304(b). Raise More, Inc. is incapable of obtaining a Service Provider Code (SPC) token due to STIR/SHAKEN Governance Authority policy, which conditions token issuance on the applicant having a current FCC Form 499A on file with the Commission and an Operating Company Number (OCN) assigned by NECA. Raise More is not a Form 499A filer and holds no OCN, and therefore cannot obtain an SPC token or the STI certificate required to authenticate calls under 47 CFR 64.6301. Raise More does not operate its own call authentication infrastructure. It originates all outbound voice traffic through underlying wholesale carriers, which authenticate that traffic under their own certificates. Raise More maintains the robocall mitigation program set out in the attached program description, including a platform architecture with no autodialer or prerecorded-voice capability, manual customer vetting, carrier-verified caller ID, server-side do-not-contact enforcement, documented monthly traffic review, and a commitment to respond to all traceback requests within 24 hours. Raise More will implement the STIR/SHAKEN authentication framework if and when it becomes capable of obtaining an SPC token.
