- The filer relies on the implementation extension in 47 CFR § 64.6304(b). The filer is presently incapable of obtaining an SPC token under the STI Governance Authority’s token-access policy because its initial FCC Form 499-A registration, submitted today, remains pending and the filer does not yet satisfy all STI-PA eligibility prerequisites. The filer is diligently pursuing SPC-token eligibility and STIR/SHAKEN implementation. It is completing its Form 499 registration, confirming or obtaining its OCN, selecting an approved STI Certificate Authority, preparing STI-PA enrollment, and deploying the technical infrastructure required to authenticate calls using the filer’s own STI certificate. The filer is has not yet begun originating production voice traffic. Existing calls remain under a separate, previously established provider entity and are not originated by this filer. The filer expects to begin providing service in August 2026 and intends to complete STIR/SHAKEN implementation before originating production calls. Upon becoming eligible to obtain an SPC token, the filer will promptly complete STI-PA enrollment, obtain its own SPC token and STI certificate, validate full implementation, and update its Robocall Mitigation Database certification to accurately reflect its implementation status. The filer will continue diligently pursuing these steps while relying on the § 64.6304(b) extension.
