- Filer is exempt from the STIR/SHAKEN implementation obligation pursuant to the First Caller ID Authentication Report and Order, FCC 20-42, para. 40, as referenced in 47 CFR § 64.6305(d)(2)(i), because Filer lacks control of the network infrastructure necessary to implement STIR/SHAKEN. Filer does not own or operate the underlying switching or session border control facilities used to originate calls; all calls are originated over facilities owned and controlled by Filer's underlying carrier(s), which perform caller ID authentication. Filer therefore has no technical ability to deploy STIR/SHAKEN certificates or sign calls on its own network. Filer nonetheless maintains a robocall mitigation program covering 100% of its originated traffic, as described herein.
